He's really lost it now! So, in summary, he doesn't understand how the county is divided amongst fire companies (just because someone has a Salibury mailing address they must be served by SFD, right?!), now the SFD controls the 911 call center for all of Wicomico County?
He must be off of his meds!! Its the only rational explanation, no one is this looney!

Joeboy understands nothing about brotherhood. He needs to be real careful of there won't be anyone able to get out of work when the shit hits the fan and all those nice fire trucks will suddenly develop engine trouble. A strange knocking noise that suddenly appeared.
